Janie Ginocchio is an award-winning investigative journalist and public policy strategist with more than 15 years of experience in media, advocacy, and analysis. As a journalist, she earned the I.F. Stone Award for Investigative Journalism and multiple first-place honors from the Arkansas Press Association and Associated Press Managing Editors. She was also a defendant in Whiteside v. Russellville Newspapers, a landmark case that strengthened the Fair Report Privilege for Arkansas journalists.
Her policy career includes serving as Public Policy Director at Southern Bancorp and Lead Policy and Program Analyst at the Arkansas Foundation for Medical Care, specializing in Medicaid and Medicare systems. At ArkLeg Bill Tracker, she combines investigative rigor with policy expertise to deliver plain-language bill analysis, predictive impacts, and editorial content. Guided by values of transparency, trauma-informed practice, and equity for ALICE households, she works to make complex legislation accessible and actionable for Arkansans.

Scott Perkins is an investigative journalist and communications strategist with over 25 years of experience in media, government, and advocacy. His career began at age 19, covering the 1998 Westside Middle School shooting in Jonesboro, Arkansas—an early lesson in trauma, justice, and public accountability. He later led newsrooms across the state, directing coverage of high-profile cases including the Nona Dirksmeyer trial, and played a pivotal role in Whiteside v. Russellville Newspapers, a landmark case that strengthened the Fair Report Privilege in Arkansas.
Scott also served as Legislative Director for the Association of Arkansas Counties, where he advanced FOIA education and built coalitions to protect Arkansas from burdensome federal regulations. As co-founder of ArkLeg Bill Tracker, he leads policy analysis, predictive impact assessments, and communications strategy, combining policy expertise with trauma-informed advocacy to make complex policy accessible and actionable for Arkansans.
